Description:
Under general supervision, performs increasingly responsible administrative and technical duties in the development, implementation and monitoring of the City's recycling programs and waste reduction activities.

Example of Duties:
Under general supervision, performs increasingly responsible administrative and technical duties in the development, implementation and monitoring of the City's recycling programs and waste reduction activities; develops, implements and monitors the City's recycling and waste reduction activities for compliance with state-mandated recycling goals; collects, compiles and analyzes financial, statistical and technical data relating to recycling and waste reduction activities; provides technical assistance and interprets plans, regulations and procedures to the public, private refuse haulers and commercial and industrial companies; writes reports and makes presentations to business and community groups; develops, implements and coordinates public education activities; prepares and monitors grant funding; may assign, train and direct subordinate personnel; and performs other related duties as required.

Requirements to File:
Education equivalent to a Bachelor’s Degree from an accredited college or university (proof required)*;

AND

six months (full-time equivalent) of paid experience doing any of the following: performing public outreach activities, conducting public education programs, or working in the solid waste or recycling field. Additional related experience may be substituted for the required education on a year-for-year basis.

Ability to develop, implement and monitor recycling programs and waste reduction activities, to effectively communicate, both orally and in writing, and to deal tactfully and effectively with the public, private industry and outside agencies; willingness to work occasional evenings, weekends or overtime, as needed; proficiency with personal computers including word processing and spreadsheet applications.

Proof of a valid motor vehicle operator's license, including a current DMV driving record, is required at time of appointment and must be presented to the hiring department at the time of the selection interview.

DESIRABLE QUALIFICATIONS:
Knowledge of the refuse industry, state-mandated waste reduction/recycling goals and composting; experience in marketing and/or grant writing.

*Applications will not be processed until all required proofs are received. Any required proofs, such as diplomas, transcripts, or certificates, must be received in the Civil Service Department by February 27, 2008.

Selection Procedure:
Screening of applicants will be conducted on the basis of applications and required supplemental applications submitted. Only those candidates showing the strongest backgrounds on the basis of a comparative analysis will be invited to participate in the appraisal interview weighted 100%.

A minimum rating of 70 must be attained in the examination to be placed on the eligible list. Certification by score bands will be considered based on an analysis of test results.
